Abstract
Puskesmas as one of the types of health care facilities at the first level has the main task of achieving health development goals in accordance with its working area in order to realize healthy sub-districts. Based on data from BPJS Health KC Semarang in October 2017, the number of JKN participants at the Puskesmasin Semarang was 482,708 people, served by 80 general practitioners (one doctor compared to 6,034 JKN participants). The data shows that the the number of health personnel at the Puskesmas in Semarang is not enough, so that the performance of Puskesmas is not optimal, one of which causes a low level of service satisfaction. This study was conducted at three Puskesmas in Semarang, that are Puskesmas Lamper Tengah, Kagok and Pandanaran. This study uses the integration of IPA-Kano to identify health service attributes that should be prioritized to be improved. With this approach, recommendations for improvement can be identified for the development of health services quality at the Puskesmas.
The results of IPA-Kano integration are classified into 12 categories with different strategic priorities based on attributes in quadrant IPA and attributes belonging to the Kano category. Variables used in this research based on Servqual dimension and breakdown to 23 service attributes. The data were collected using questionnaires by purposive sampling technique to the 100 respondents at the Puskesmas Lamper Tengah, 100 respondents at the Puskesmas Kagok and 100 respondents at the Puskesmas Pandanaran. From the results of data processing using IPA-Kano integrated, it is found that there are three main problems of health services attributes at the Puskesmas Lamper Tengah, Kagok and Pandanaran which get main priority to be increased that are,the presence of the doctor is not accordance with the Puskesmas schedule, patients waited too long to get service andregistration officers are less pleasant.
