The fiscal policy attracts public debates after the new legislative members and government bureaucrates are willing to reduce foeign debts and to increase domestic revenues from taxes and oil - gas revenues. However, the so - called most legitimate government is facing with limited sources of revenues since the business sectors are in the middle of the recovery process. In addition, fiscal policy instruments are now treated as a stimulator of macro economic recovery, which could meant hat the foreign debts are still needed. Obligation instrument as a substitute for foreign debt might face serious problems as well, such as how well the forward planning is, how good the market absorbtion, what institutional arrangements supporting the programs are, what impacts on the banking recapitalization are and how the crowding out impact on the private investment and so on. Otherwise, the government might only shift from the debt trap to obligation trap.
