Japan launched an effort to build a modern state roughly 120 years ago, abandoning the agrarian-based feudalistic system that had been in place foe centuries. It promulgated the constitution of the empire of Japan in 1889, drawing heavily fron German practices, and created a judical system imdependent of the administrative branch. The couts, though, were unable to guard the rights of individual citizens from the repressive policies of the military gevernment that later came to power.
