Energy is the lifeblood of the economy, and as such its is a fundamental topic for the state to address with strsategy intent. And energy has been the most fateful issues for Japan ever since the ninetenth century. It was a ker factoer underlying this country's plunge into Worl War II. As of 1973, when first oil crisis struck, JApan depended on the middle east for 78% of its oil supply.
