As a consequence of the gaps, the official ethics dilemma comes about in everyday governmental practices. The civil servants or government officers face various conditions to test their honesty and their personal ethics in their professions. However, there has not been fixed sanction yet to be applied in the infarction of official ethics. There are at least ten resents which motivate the government official to against the ethics, such as: good intention, the unknown of law, ethics code, and procedure policy, egoism, greed, authority and power, the friendship, personal and family advantages, dull, influence, I just obey the instruction.
