There has been much debate in recent years on now best to address the needs of the word's poor. The starting point has often been a conceptual discussion on what should constitute these needs with the agenda being successively broadened from improvements in the gross domestic product (GDP) per capita ( economic growth) to human development (development beyond the income space) to, most recently, human security (development and security and rights). As this debate has progressed, health has increasingly been placed on the centre stage.
