This paper explores issues of labor unions related to the union organizing of part - time workers, who constitute the majority of the workforce outside of regular emploees, at a time when employement styles are diversifying. One of the characteristics of part time workers, observed recently in japan is that part - time workers are making a shift in their status from the auxiliary workforce to the mainstream workforce (a shift to the mainstream workforce). Instead of examining only the union organizing of part - time workers, this paper also focuses on its relationship to the shift of part - time workers to the mainstream workforce. With this shift, labor unions are required to organize part - time workers, but they are not necessarily making a good progress. It is not that labor unions have no significance for part - time workers. On the contrary, labor unions have an important role to play with respect to part - time work. This paper positively evaluates the role of labor unions in part - time work and clarifies the issues associated with labor unions.
