Privatization has been addressed to create efficiency through restucturing of management, organization and coiporatefinance in order to improve performance and company value added, so that the States Own Enterprise (SOE) has capability to compete in a global market. Thus, the essence of privatization is a restructuring of the SOE to be a healthy company, efficient, and having capability to compete within global market. There arefourfunctions to be paid attention by the government (the SOEs Ministry) in the execution of privatization, viz. corporate function, competitive function, regulatory function, and budgetary function. Corporate function aims at the SOEs to become corporation parallel to the world class corporation in supplies goods and services for its consumers. Competitive function stresses on the competing capability of the SOE in facing with its competitors within similar business sector. Regulatory function ends the era of monopolistic and protective through an open market policy that gives access to market and equal opportunity for all business players. Budgetary function means that privatization has resulted in a huge of fresh money may use tofinancingfor various requirements, primary as additional capital for the SOE or as additional income for state budget.
