Juridical and philosophical ground of State Own Enterprise (SOE) have grown simultaneously with the development of constitution, type of state, and national and global economy. The SOE position and role has to be organised according to three formats, such as: department government enterprise, statutory public corporation, and commercial company that is an economy player amongst private sector and cooperation. For those requirements, however, there is a need to synchronize to many regulations such as State Own Enterprise Act, Limited Corporation, Cooperation, Investment and Capital Market.
