Isi artikelThis survey focuses on the five countries of central europe (CE) that have led in the transition from plan to market (the czech republic, hungary, poland, slovakia, and slovenia), and the fifteen states of the former soviet union (FSU). Although there are significant differences in the CE countries, as group they have pulled out of the economic decline characteristic of countries in transition and centered into positive economic growth. Within the FSU, progress is more tentative and disparities are much greater. Successful transition is essential for increased flows of investment. Increasing disparities are evident among the countries discussed above, and capital shortages for low - saving industrial countries are occurring as investment flows are diverted toward the more dynamic emerging economies.
