Actually, state economic development is not only determined by economic profit consideration, but also determined by political interest of decicion maker. By using public choice approach it seems that economic policy of LOP government is more profitable for farmer and small busisness group, the groups that become a prominent supporter of this party. This willingness is reinforced by district system of general election, the Diets member of the rural area is more than the others and double structure of Japanese economic and oyanbun-kobun culture in relationship between LOP government and her supporter of farmer and small busisness.
