Isi artikelHistorically, cost - effectiveness policy reviews of regulatory decisions on the automobile have been very controversial. Uncertainty surrounding the cost estimates of technological changes for the automobile is usually the key reason for the controversy. Because costs are difficult to estimate, cost - effectiveness analysis is deemphasized, and policy decisions oftern turn on other criteria, such as ease of implementation or political acceptability. This paper discusses two cases studies of automobile technology regulations illustrating three contributions cost - effectiveness analysis can make, to show that it can be very useful for policy makers.
