In business firms, increased leveraging was stimulated by the economic environment ; M & As, LBOs, and share repurchases were associated with net equity retirements. The chnages in financial policies furing 1989 - 93 in part represent adjustments to the altered economic environment. In part, they represent corrections to speculative overshoots during the 1980 s. Some M & A acticities improve the market for corporate control and the use of resources. But the threat of takeovers may also have pushed firms into financial policies that involved undesirable risks.
