Since the 1930s, the number of americans covered by health insurance has been increasing, rising to 186 million by 1990. This third - party payment system, in conjuction with government interference and regulation of the market, has been a key contributor to escalating health care costs. Medicare and medicaid adoted many of the some flaws, exacerbating the inflationary spiral.
