The task of uprooting a bureaucracy that has been entrenched for seventy - five years is by no means easy. Training and motivating a lethargic workforce also presents a real challenge. Nevertheless, new businesses are upringing up, joint ventures with western companies are undertaking vast natural resource development projects, and westen methods and attitudes are gaining acceptance. However, may old defense industries are dinosaurs and ultimately must discontinue production. Moreover, political opposition and macro economic instability present a major threat to success.
