This article overviews several of the enduring issues that dominate bank reform proposals. The article then discusses the need for deposite insurrance, the too - big - to - fail doctorine, and the entry of banks into non - traditional lines of business. The role of market discipline and bank survival in the 1990 s is also considered. Less of a regulation burden coupled with renewed market discipline are necessary for the banking industry and the economy to prosper during the remainder of the 1990 s.
