Industries with above - average productivity gains during the 1970 s, for example, were likely to experience above - average gains in the 1980 s, while industris with below - average changes continud in that vein in both periods. Also, although productivity gains were higher in the 1980 s than the 1970 s for most industries, the largest increases occured in those industries that had above - average gains during the 1970 s.
