A holistic approach of economic recovery is needed, which is a combination of incremental or economic strategy and institutional or radical strategy. Economic strategy will serve well in alleviating short - run constrains, and institutional strategy will do better to meet the demand of total reform. However, institutional strategy without short - run economic recovery could create chaos and social unrests. Therefore, the total reform has never been materialized. Economic reform without improving institutional arrangements will not be successful. The harmony of both strategies could be measured from the level of confidence (of domestic and international community) which affect investment risks. The following factors are important determinants : stability of foreign exchange, inflation rate, economic growth, infrastructure, employment, bureaucratic constrains, government interventions and political stability.
