The failure of industrialization strategy applied by Indonesian government especially in relating manufacturing industries and micro enterprises resulted undesirable outcome among Central and Local Government, and also interregional. In consequence, it is required to design and develop economic packages which can harmonize the industrial activities of manufacturing industries with the economic expansion and Local industries, in line with endowment of autonomy as power for sub-province. So that enable Local Government to improve its economics flexibility. Some conditions need to be fulfilled enforce economic development, such as availability of capital, institutions, and human resources. It is also needed intervention from Local Government to empower the micro enterprises activities in rural areas by encourage new economic activities. Allowing process of transformation of industrial cultured agriculture, facilitating competitions and creating regulations which related to the defrayal of each Local Government needs.
