The concept of social security is developed based on the balance between market economy and social responsibility of the economic actors. In the theory, itnegration of both components are known as the system of social - market economy, such as widely adopted in germany since the 19 - th century. Elements of market economy is treated as a driving force to develop creativity, individual iniciatives, economy growth and the dynamics of the whole social - economic system. More importantly, elements of social responsibility are seen as a security system to strengthen basic living standard of the society within the system of political - economy. Market mechanisms are encourage to developed very well so that price distortions and worsening social welfare can be reduced. In additions, other mechanisms should be adopted as well to secure economic opportunities and to ensure wider participation from of each level of the society. Employment social security (jamsostek) should be developed based on the concept of social - market economy, involving a more effective government intervention in income distribution and resource allocation.
