The main referene of the people - based development is improvement of community participation at all levels of development. This requires social participation on the restructuring the property rights of productive assets. The higher the participation is, the higher the capacity of the society to be involved in the planning, implementing and controlling the development. The efficiency of the people - based development should be regarded as not only in the sort - run and monetary dimension, but also in the long - run, more comprehensive, which requires quantitative and qualitative approach to achieve the development sustainability. Five agenda to implement people - based development strategy have been proposed : 1. decentralization in resource accumulation and state revenue to local government 2. creation of market structure and mechanism that could assure fair competition 3. establishment of truthful co - operatives, including those concentrated in natural resources management 4. establishment of labor union, and pension fund foundation, and 5. limitation of asset holding and land reforms.
