Agricultural development should be directed to fulfill domestic and international market, apply new appropriate technologies, and implement reformed strategies. Government programs on agricultural development should be seen as a stimulator to develop self - sufficient society, to finance productive activities within the productive society. Therefore, new directions in agricultural development should correspond the strategy of participatory development, from the people, by the people and of the people, to achieve the self sufficient, prosperous and justice civil society.
