As a result of concerns about the relatively narrow focus of proposed pathfinder programmes intended to address black and Asian offenders, the authors revisit theories and evidence relating to empowerment models. They argue that programme material which explicitly addresses the social and cultural context within which offending occurs might better engage black and Asian offenders and others who, it is argued, may find it difficult to relate to more established problemsolving approaches.
