Did the Property Tax Revolt Affect Local Public Education? Evidence from Panel Data

The purpose of this study is to examine whether state-level and local tax and expenditure limitations (TELs) have any impact on elementary and secondary public school education. Using a panel data set on state and local public school budgets (1966-1992), the author finds the following results. First, state-level TELs have only a small impact on local public education. Second, local TELs decrease the level of local own-source expenditures on public education per student while simultaneously increasing the level of state spending on public education per student—entirely offsetting the decrease in local spending. Third, local TELs have a small positive impact on student-teacher ratios and have no significant effect on teacher salaries. Fourth, nonstringent local TELs actually increase overall (local plus state) educational spending per student, whereas stringent local TELs are shown to lower overall spending per student and to only slightly increase student-teacher ratios.
