Welfare is a living condition where happiness of a person, a group, or an organization exists and that's why people strive, individually or in groups to reach to the condition in state welfare. Every nation is striving to reach a welfare condition for it's people. Sosial Welfare is also one of the main nation's goals to be reached by The Republic of Indonesia. To achieve a welfare state, a nationwide development program is needed. Further more in developing national programs the whole people should be involved and be actively participating. However, as we know, most of our citizens are still living in an unsufficient condition. That is why we need some efforts for sosial empowerment and reinforcement so that people are capable and can actively involve in the nationwide development program. Through the sosial empowerment program people will achieve some skills needed in developing the national programs of which in turn will increase their own welfare.
