Skinner thinks that for thousands of year ethics fails to correct human behavior, and to make the world a better place. He then proposess a method of science, that has proved success and progress, to substitute the old ethics. According to skinner in order to change human behavior we must no longer turn to inner states and change the autonomous man, but rather create a technology of behaviour which can anticipate and to some extent determine his actions, reinforces man positively and punish eversive actions. It is the environment which is responsible for the objectional behavior, and it is the environment, not some attribtue of the individual, which must be changed. This radical behaviouristic view on man and how she / he should behave opens up many things to ponder as well as flaws and enormous thinking to criticize.
