Since 1990, the correctional drug treatment system in California has become one of the largest in the nation. As part of the development of the initiative, California Department of Corrections has funded or supported several evaluations of these programs. As background to the articles in this special issue reporting on results from some of these evaluations, this article examines the decline and revival of rehabilitation within corrections in general and then traces the development of in-prison treatment programs in California. The article concludes with comments on improving correctional programs for offenders in the following four areas: treatment process, continuity of care, system integration, and the role of evaluation in policy and program development.
