In April 2005 a special board of inquiry under the council on economic and fiscal policy released its report on japan's 21st century vision. By 2030, the report predicts, trade in goods and services will shift to a deficit because of rising imports, but the surplus in the balance of investment income will grow, moving from about 2% of gross domestic product to close to 4%. As a result, the current account will remain in the black.
