Isi artikelIokibe Makoto, the bipolar order of the cold war ended in 1989, and a period of change arrived, but there were problems in the capability of japanese diplomacy to respond to the changes. not only did the world experience dramatic shifts, but it also shrank. Whereas previously japan was able to focus just on relations with the united states and its own neighbours, in the post cold war world it found that its interests and even survival could be affected by events on the opposite side of the globe.
