Abstract
The aims of teaching English has shiffted back and forth from grammar study to active acquisition and then to passive understanding and now back to oral communication. The shift from one focus to another is very much related to the method of teaching and it certainly affects the designed of textbooks.
Since in Indonesia English is a first foreign language, it has never been considered as a medium of instruction. It is taught as a subject matter beginning generally at the junior high school level. Since 1994 it has also been introduced at selected elementary schools at grades 4, 5, and 6 as local content (muatan lokal).
English teaching in Indonesia has not been rated successful. A number of scholars and decision makers have been "blaming' the failure on, among others, the method, the teacher, and the textbooks used.
The fact that the teaching of English has been extended to elementary schools must mean that the appropriate textbooks should be well-designed to meet the students' need.
This study aims at analyzing 4 textbooks written for elementary schools, grades 4, 5 and 6. The materials are analyzed to answer the problem i.e. how the materials fit the objectives of communicative syllabuses. They are analyzed in terms of 1. Content 2. Approach 3. Procedure as proposed by Wilga M. Rivers. Jeremy Harmer and Alan Cunningsworth.
The study is a descriptive research. This is also called document analysis since it examines document or written materials. The significance of the study is to provide useful insight for textbook writers in developing suitable materials for elementary schools in order to increase the impact of the textbooks on the achievement of the national educational goal as well as the curriculum design of English teaching for children.
The findings show that the structural items are graded according to the criteria of simplicity and regularity. The structural components are related to the composition component, but they are not related to reading, vocabulary and speaking components. The items in the reading, vocabulary and speaking sections are selected on the basis of functions and notions needed by the students in communication and to some extent they are related to each other. Although listening skill is included in the statement of the objectives of the syllabus, only few sections are devoted to developing this skill. The speaking component contains dialogues which are organized main lay on the basis of language functions. No relationship between this component and structure is found.
It is suggested that the teaching of English in elementary schools is targeted toward the development of ability to understand simple oral and written English discourse. Thus emphasizing on oral communication would have been more suitable.
It is also suggested that the teachers should evaluate the materials in use in order to analyze whether those materials are appropriate to the teacher, the student and

the teaching learning process. This activity should be done more frequently along with the achievement of the curricular. Moreover, effective syllabus should be developed not only for teachers but also for textbook writers.
It is recommended that the existing class teachers have training in TEFL to improve the teachers' language capability.
