Systems of governance proposed by classical philosophers, and debated ever since, address issues not only of structure, but also the roles and skills various governmental forms imply for individual citizens within them. This article describes enduring debates concerning the nature of political citizenship, and the requirements of civic virtue, from political philosophy, the crafting of the American republic, and modern organizational behaviour. Finally, the human resource management implications of those theoretical perspectives and developments are suggested.
