The aim of the study is to find out relationship between : (1) Professionalism and the work quality of head section, (2) Empathy and the work quality of head section, (3) Competitive ability and the work quality of head section. The study was conducted at Department of Interior Affair with a sample 60 of the head section wich where selected randomly. The research concludes that there are positive correlations between : (1) Professionalism and the work quality of head section, (2) Empathy and the work quality of head section, (3) Competitive ability and the work quality of head section. More over there is a positive correlations between those three Independent variables and the work quality of head section. Therefore based on the result of the study the work quality of head section could be improved throught the Professionalism, Empathy, and Competitive ability.
