Cocoa is a commodity has a strategic role in Indonesia's economy. Therefore, a policy that is able to maintain and increase cocoa production needs to be analyzed. In order to analyze the government's policy on cocoa production, the study developed an econometric model which consists of 18 equations, i.e. 11 structural and 7 identity equations. The results of the basic simulation showed that the model developed was good economically, mathematically, and econometrically, when used as a foundation in policy-making.
