Isi artikelWhile bilateral relations in Northeast Asia have entered a period of marked improvement, in some measure because of the active personal diplomacy on the part of the region's leaderships, multilateral security structures remain underdeveloped. Tensions on the Korean peninsula are the region's biggest concern. However, facilitated in part by the positive atmosphere generated by "Track 2" activity and by multilateral economic co-operation, the convening of the "Four Party Talks" has begun the process of overcoming antagonisms. Nonetheless, multilateralism has suffered some challenges, especially given the financial and environmental problems experienced by ASEAN which may deflect the efforts of the ASEAN Regional Forum. There is therefore some way to go before a comprehensive regional security structure emerges to complement the present concert of powers.
