In their thoughtful paper, a framework for quality in educational technology programs, Confrey, Sabelli, and Sheingold have offered educational stakeholders a promising tool for improving the effective use of educational technology. while the development of this framework arose from the growing public demand to understand whether technology innovations are effective and how to use the considerable resources currently being invested in technology wisely, the best use of this instrument may be formative rather than summative.
