In June 1992, North and South Korea agreed on an international standard for transcribing the Korean writing system Hangul in letters of the Roman alphabet. Their action followed five years of what Seoul newspapers described as intense negotiations, and came almost seven years after the International Standards Organization solicited a joint proposal. Why did it take so long? This paper analyzes the linguistic and political factors which complicated the agreement. It also assesses the accord's value in practical terms and as a catalyst for resolving other North-South issues.
