A carbon raiser plant is needed to increase carbon content of petroleum green coke. Petroleum green coke grade C-86 and grade C-96 are the main elements besides iron in the base steel industries. This paper discused how to design a carbon raiser plant with production capacity of 40 tons per day C-86 and 10 tons per day C-96. The carbon raiser plant consist of a preheater, a rotary kiln C86, a water cooler C86, a rotary kiln C96, a water cooler C96, a granular unit, two sizing units, a crusher, a portable belt conveyor, three bucket elevators, two packaging system units, two stacks include scrubber type dust collector and a system of medium fuel oil.
