Terrorism, by striking at civilian targets, is essentially as threat to human security. The scale and scope of operation by the new terrorist also makes them a threat to state security. The September 11 terrorist attack on the United States is generally seen as a crime against humanity and cannot be condones for any reasons. This article discusses the danger that the new terrorist pose to state and human security.
