Isi artikelThe face of labor disputes has significantly changed in Japan since the 1970’s. Labor disputes used to generally mean collective disputes between the management and the trade union. The mechanism for handling labor disputes was also geared to collective disputes : The nationwide system of Labor Relations Commissions at the national and prefectural levels was expected to handle collective disputes mainly by conciliation, and the national network of Labor Standard Supervision Offices oversaw the compliance of the labor standards among employers.
