Foreign aids have long been discussed in the textbooks of development economics or public finance. How to Increase the quality of foreign aid is one of the important topics in these textbooks. In the "slow growth" period of 1980, foreign aids have become important again for Indonesia although Indonesia was in heavy debt. Recently chairman of IGGI (the donor countries of Indonesian foreign aid), Net Burkman, emphasized the importance of quality of the aid. However in the period of scarce source of soft loan, the problem of how to increase the quality of foreign aid becomes more important. The responsibility to increase the quality of foreign aid is not only in the hands of the recipient countries (less developed countries), but also in those of the donor countries (developed countries). This article discusses what textbooks say about the quality of foreign aid with special reference to Indonesian foreign aid.
