Jakarta, is the capital city of Indonesia, is the fastest growing city in the country. The population has risen to over 9 million today. This rapid population growth has atributed to the development of several sytems, including the health deliver system. Community demands toward health services has changed. On the one hand they need better quality services, higher medical standards and greater sophistication, but on the other hand rapid urbanization has caused many people to live in condition below acceptable standards and they cannot afford the health services. Another impact on health services is the condition of epidemiology that has influenced the pattern of disease. Due to that condititon, the Department of health Jakarta Capital City Administration, has to face not only infectious diseases but non-infectious disease also. The Department of Health, Jakarta Capital City Administration has develop a new concept for Helath Care Delivery to overcome that situation and to fulfill community demands and needs through the concept of a Health Referral center (Puskesmas Pembina). This new concepy is also in line with the global trust which was determined by WHO in Geneva at the World Health Assembly 7 - 11 May 1991 and has been tried out in 10 Puskesmas Kecamatan (subdistrict Health Centers). This paper will focus on the evaluation of the tested Health Referral Centers based on their spesific objectives. (Upload Full-Text_Ali_November 2023)
