To ensure a new society i.e civil society there needs to be regulations and pollititcal procedures involving rules and elctions to authorize a legitimate government. A legitimate government only could be reached if the people participate actively in the actualization of their demands. When the pollitical system does not involve people's participation optimally, then it will create complications, unresolved conflicts and an ultimate social revolution.
