A studying on the member of researhers in LAPAN based on the documents of human resources department has been done. Data were analyzed descriptivelly. Junior researchers at remote Sensing increased at 42.5% and 162.5% for senior researchers. Junior researchers at Space Science decreased 14.5% and increased 130% for the senior researchers, While junior researchers at Space technology increased 68.8% and 110% for the senior researchers. The studying indicated that there were many temporarily postponed research allowances at the three Deputies in 1990 - 2000 periode. It eemed researchers were less motivated to enhance their R & D performances and to publish their research papers although lately the government has increased the researchers allowance. The productivity allowances given by internal unit in LAPAN to active researchers should be able increase their performance so that amount to temporarily postponed research will be minimized.
