Indonesia has vast forest resources, As renewable natural resoure, forest has many benefits such as balancing ecology, besides as a source of government revenue to increase national social welfare. Consequently, the government has to manage forest productivity and sustainability, so that economic revenue can be received and used to increase social welfare. The policy and practice of forest resource management during the previous New Order government had created debate among stakeholders in the forest community, This issues has been raised because there was not transparency in contractor appointments, economic revenue was mostly received by these contractors instead of the government, lack of deforestation control, and non-compliance of reboisation by contactors with lumbar monopolies. The purpose of this paper was to analyze policy and its implementation of forest resource management in Indonesia, especially from the aspect of contractor appointment, and forest lumbar products contribution to national gross domestic product compared to the agriculture sector.
