The increase in sociological, economic, political and security issues in Maluku and Papua provinces caused the need to optimize airport services that must be equal to other airport facilities, especially those serving pioneer flights in these two provinces which should fulfill operational flight standards. The Directorate General of Air TRansportation decree number SKEP 88 , V / 99 deals with routes of airports serving pioneer flight in Indonesia, where Maluku has 5 airport and Papua has 18 aiports. Each airport has infrastructure facilities such as air traffic control, security, navigation, telecommunication and electricity. Furthermore, these airport infrastructure could maximize operational flight services safety and efficiency in order to anticipate social unrest and support important development objectives such as social welfare, stabilization, economics, politics and security. Thus through stability people in both provinces could not be easily influenced by foreign ideologies that could destroy Indonesian national unity.
