Development and equality is endlessly discussed. These two dominant paradigms in economic development studies often involve one or another. Analysis have stated that both concepts are always diametrically opposite with each other, especially analysis of this phenomenon and its reality to development in third world countries. This article attempts to construct thoughts over he conceptual and empirical fundamentals of economic development. In this case of Taiwan, it has implemented the concept of development and equality well and integrated it in its economic development. While in the case of Indonesia due to monetary crisi, stagnation of politics and economic growth, it has not done well and has noy yet integrated these two concepts in its economic development.
