The charge is we need quality human resources. To analyze this issue the writer used scientific philosophical approach and human resources economics. Literature study showed that human resource quality is absolutely needed because human resources from a philosophical aspect serves as manager in an organization and from a human resource economic perspective he or she will manage human resources optimally in any condition. Human resources are an important part of any organization and only with quality human resources as well as production support organizational objectives will be well achieved. Quality human resources are also neede to win business competition in the globalization era. A clear concept on quality human resources is emphasized in islamic teachings namely he or she is the best being if they can create harmony by using logic, conscience and controlled instincts. If this is not achieved, then quality will fall drastically. According to human resource economics human resource quality can be increased through education and training, institutionalization and human resource research and development.
