Bureaucracy is an element dealing with authority, hierarchy, communication, participarion and decision making of the nation. Government bureaus usually do bureaucracy in administration. In Indonesia, during the new order bureaucracy had great influence especially on political activities, which was dominated by the government. This condition cause numerous reaction in our society because it inhibited democratic livelihood. The mechanism of political communication based on responsible freedom caused the government to benefit in controlling human right activities. It was due to a communication gap between the government and the public being one-way communication and top down approach. Political communication during the new order was mostly performed by the political elite, the infrastructure were only spectators, this condition caused political crisis which reach its peak on May 20, 1997. The political crisis encouraged political participation where people were formely passive and afraid to express social control over the political elite.
