The aim of this article is threefold: first, to examine the ideas which would appear to give direction to recent EL T practice, that is, to examine the state of ELT 'theory'; second, to survey some of the more interesting issues and developments which are currently central to ELT; third, to suggest in which ways currently held ideas and recent practical developments may be seen to tie in with each other. The article is divided into two parts, the first in this issue, the second in the next. The bibliography is published with Part I. The first part is intended to provide a perspective on where ELT is at present going, and why. In common with any other attempt to provide an orderly perspective on what seems at first sight to be a chaotic profusion of ideas and tendencies, it rests upon interpretation, and must be accepted as a viewpoint rather than a categorical statement. The second part surveys certain recent developments in more detail, and is organised into a number of sections each dealing with a specific theme. It is of necessity selective, and while it is hoped that developments of major significance have not been omitted, there is no implication intended that any developments not included are by that token necessarily uninteresting.
