Structing the flow of Ciliwung River needs an effective way to return the function of Ciliwung into its previous condition. Pollution cominf from industrial waste and household emission into Ciliwung mainly comes from the majority working in the informal sector living in the outskirts or empty land around Ciliwung. These people have low formal education and require counseling to understand the importance and function of Ciliwung to support the environment. Infrastructure to support standardization of planning without the involvement of the community and social organizations will become an obstacke for the implemetation of the Ciliwung project planning. Thus capital zone planning of Ciliwung should consider the historical aspect, spatiality, hydrology, sanitation and its ecosystem
